This stream ensures the transformation can be governed and delivered effectively. It defines how decisions will be made, how risks will be managed, and what conditions must be met before Phase 1 resources are committed. It operates across all workstreams rather than within a single domain.

Define the governance structure, decision authority, escalation paths, and operating cadence for the transformation programme from Phase 1 onward.
